Research and Analysis Associates William (Bill) J. Lawrence, Richard Ritter, David Sargent, Nancy Taylor, Bob Youtz William (Bill) J. Lawrence, M.A., R. Psych., has extensive health research and clinical experience. After fifteen years of work as a clinical psychologist in hospitals in Toronto and Montreal, he directed the Research and Evaluation Branch of the Ministry of Health of British Columbia from 1981 to 1995. He received a distinguished service award for his work with the British Columbia Health Research Foundation. For the past twelve years he has been teaching program evaluation at the School of Public Administration at the University of Victoria. Evaluation studies in which he has had a major role include: cost-effectiveness studies of technology (digital imaging) and palliative care; a randomized trial of a health promotion intervention with seniors to delay admission to long term care; an intervention to improve birth outcomes among high risk mothers; quantitative and qualitative surveys in the areas of substance abuse, satisfaction with the care received by mental health clients and families, HIV transmission, smoking cessation; and the reformation of educational programs delivered to a 243-member boy's orphanage. top » Richard Ritter is a registered psychologist with Master's Degrees in Psychology and Public Administration. As a public sector consultant in British Columbia for almost two decades, he has supervised and conducted numerous health services projects. His expertise includes both public finance and continuing care. He has worked as an Administrative Analyst with the Saskatchewan Budget Bureau and a Systems Analyst with the British Columbia Ministry of Education. As a consultant, Richard conducted projects for the British Columbia Ministry of Finance, in the Economic and Policy Division, the Office of the Comptroller General and Treasury Board. He has published as an organizational reviewer and coordinated a review of continuing care in British Columbia in the late 1980. He has been instrumental in implementing a series of strategic planning initiatives for the Capital Health District, and the Thompson and North Shore Regions of British Columbia. top » David Sargent has over 22 years of experience in the public and private sectors. His expertise in financial analysis is complimented by an in-depth knowledge of computer applications and informatics. He has held a wide variety of senior government positions including a role as the community health representative to the Premier's Committee on Health Care. He also worked with the Deputy Minister of Health, the Deputy Minister of Finance, the Treasury Board, the office of the Attorney General, Social Services, the Ministry for Children and Families and was part of the Royal Commission on Health Care Costs. David has worked on costing the services provided to day hospital, outpatient, inpatient and homecare patients for both formal care and care provided by caregivers. He has a strong community health background in public health, mental health, addiction treatment programs and home care. He is currently a member of a wide variety of national and international health care, economics and research associations. top » Nancy Taylor, is a facilitator and policy analyst with over 15 years experience in Canada and abroad. She has a Master's Degree in International Relations specializing in conflict resolution and holds a further diploma in conflict resolution from the Justice Institute of British Columbia. She has worked with the Government of Canada, the United Nations and the World Bank as well as with a series of international organizations working in developing countries. She has designed, managed and evaluated programs in a variety of public policy areas including health, education, social services, fisheries, environment and public administration. Nancy Taylor's work over the past five years has focused on good governance practices in countries undergoing democratic transition and within Canada in the not-for-profit sector. top » Bob Youtz, President of Bob Youtz Consulting, has more than twenty-five years of experience in the health and social services sectors, principally in the areas of strategic and operational planning and program administration. He served for twenty years in a variety of strategic policy, planning and administrative positions in three ministries in the Ontario government. Most recently, he served as CEO of the Peel District Health Council (DHC), an agency responsible to the Ontario Minister of Health for strategic health services planning for the municipalities of Mississauga, Brampton, and Caledon with a total population of over 800,000 people. He holds a Master's degree in Sociology from the University of Oregon and completed further post-graduate study in Sociology at York University in Toronto. top » |
